Grate the potatoes and onion. Add the garlic clove, oregano, cumin, cayenne, and chile pepper. Beat in the eggs. Add salt. If the mix seems too liquid, add the matzoh meal.
Fry latkes in oil, serve with warm salsa and sourcream.
