Preheat vegetable oil in a deep fryer. In a bowl combine crumbs, garlic powder and scallion. In another bowl beat egg whites until fluffy. Dip fillets in egg whites and dredge in crumb mixture, coating well. Fry in deep fryer until done and drain on paper towels. Add potatoes to deep fryer and fry until done. Drain on paper towels and sprinkle with salt. Serve fish and chips in a basket lined with English newspaper with onions and tartar sauce on the side.
