1. Light charcoal gril or preheat broiler. Soak wooden skewers in water for about 20 minutes to prevent burning.
2. Meanwhile, in a small bowl, combine oil, lemon juice, garlic, and pepper. Add chicken and toss to coat; marinate 15 minutes. Thread three or four chicken pieces onto each wooden skewer; reserve marinade.
3. Grill chicken over moderately hot coals, basting frequently with marinade and turning after 6 minutes, until chicken is no longer pink, but still juicy, 12 to 15 minutes. Or broil, turning frequently, for about 5 minutes.
