Cook pasta in a large pan of boiling water 3 minutes, or until al dente. Drain and keep warm. Combine milk and flour in a bowl. Blend with a wire whisk until smooth. Heat a heavy nonstick pan over medium high heat. Add vegetables, milk mixture and basil. Bring to a boil. Cook 2-3 minutes over medium heat, stirring constantly, until slightly thickened. Add Parmesan and stir to blend. Cook 1 minute and serve over pasta.
